This event is a favorite with some of Elizabeth’s youngest residents!  Come dressed up in your Halloween costumes, decorate the trunk of your car, park in Upper Independence Park’s Rose Garden parking lot, and hand out non-candy treats.  Bring a dish to share and enjoy the potluck dinner before you head out to trick-or-treat in the neighborhood.
